help! tx heat cooking plants

I rigged up both a hydroponic and traditional pots in soil in a bird aviary w/idea of eventually covering w/plastic and turning it into a small greenhouse.

The plastic isn't up yet--can put it up tonight if I can figure out a way to cool it down. I have a patio mister from Sam's I'm going to rig, but with our water restrictions in the city, I'm afraid I'll get fined if I can't put it on an independent pump and water barrel not attached to the city supply. I can do that. My problem is I sure need a thermostat to turn it on and off at certain temperatures. Country Supply used to offer a timer like that, not sure it was thermostatically controlled, but they've discontinued it. Does anyone know where I can get a very small cheap unit like that? That one ran around $40 I think.

I need to do something right away. One plant dropped its fruit and one tomato plant just went downhill last night. I tried the frozen water bottle but the water gets so hot during the day, it makes no difference.
