Please, what's happening to my roses?

I have three Queen of Sweden and a Constance Spry. The leaves, which were beautiful and bright green just last week, have started to shrivel and turn black. They literally look burned. I've never seen this before. We've had very unseasonably hot weather, but I don't think that's it. The Constance Spry in fact, may have to be moved because I don't think it's getting enough sun. Anyway, I tried horticultural oil and that didn't help. I just sprayed them with Neem, thinking maybe I have spider mites (wouldn't the hort oil have taken care of them too?). I did see one or two bright red specks the other day. Am I doing the right thing? Time will tell, but the Constance Spry has precious few leaves at this point to begin with, so I need a solution asap if there is one.
