Rebuilt Engine Question

24 HP Briggs Engine Model Number is 445777 Type Number 0168-EE1

Just finished rebuilding my B&S engine for my craftsman lawnmower which inlcuded new oversize pistons, new camshaft and a few other new parts. Since this was my first rebuild, I was amazed that the engine fired right up and is running great...here is the issue, at low RPMs, the engine want to die which makes the governor kick in, which results in the engine surging continually at low RPMs. I completed the static adjustment on the governor as well as when the engine was running according to the service manual. Prior to rebuilding the engine, this problem was not happening. Could this be a fuel problem or is there something I am not thinking of. One other question, when I first started the engine up the electric clutch on the blades worked, as I ran it more the clutch started squeeking and now it doesn't work at all...the blades are always engaged. Have not had a chance to pull the clutch off and check for tolerances, but what do you all recommend.
