I've never had so many blind shoots

in 35 years of growing roses! Lots of extreme ups and downs in the weather since I pruned in early January, but roses look healthy and glossy. A few buds are set on a few cultivars, but not many--the rest are blind shoots.

QUESTION: I have some alfalfa tea ready to go. Should I apply it now, or a week from now? Roses are already fertilized with Osmocote and I don't want to overdo it--especially since I don't get as much sun as the roses would really like--but I'm going away for a week and need to decide. (And yes, I know alfalfa tea is not a high-nitrogen fertilizer, but I don't want my plants to get leggy. Just aiming for some new basal breaks.) Thanks for responding quickly!
