cutting back doublefile viburnum

I have 4 DV's close to a very small creek. They are about 12 years old and have always struggled BC of the wet feet. They can not be moved. Now that their root systems are better developed, they get along pretty well. They received some bad pruning last year (limbed up) and now look dreadful. Since this pruning can't be reversed, would it be a good idea to cut them back severely, a foot or so from the ground & let them start anew? If I do that, there will be no foliage, only trunks until they begin to grow next spring. I guess this is a last ditch effort to revive these shrubs.
