tasty Knock Outs?

Last fall I planted 4 Rainbow Knock Outs in a new bed. They looked good all winter. A few days ago I noticed that something had completely eaten every leaf off one side of one of them, and had done a lot of damage on the remaining three. I sprayed with Neem and the damage seems to have stopped, but they look pitiful and I'm so disappointed.

I planted these because they're supposed to be disease resistant and I didn't want to have to fuss over them. It never occurred to me that bugs would devour them. I only found one...looked like a stinkbug nymph except that it was green, not orange.

Is this an unusual thing, or am I going to have to be checking them regularly for damage? Do you think an antique rose would be a better choice. I don't mind deadheading and pruning, but I hate being forced to use chemicals to keep something looking good.
