Is it OK to till under 1 year old hardwood mulch?

Hi,

We're redoing our front flower beds because the soil is mostly clay and its holding too much water and plants keep dieing. Last year we mulched the area with hardwood mulch. I need to ammend the clay soil with organic matter and just wanted to til under the hardwood mulch thats already there. I was thinking I would throw out some 21-0-0 out on the beds and then till it in so the nitrogen can help with decomoposition.

Is this OK to do? Or should I remove the mulch and a use a finer shredded soil conditioner like pine bark soil conditioner?
