Horse manure, carrots etc..

I moved house last autumn and had to leave lovely compost heap behind, so have had to build a raised bed on top of the lawn for this year's veggies. Most of it is rotted horse manure which I'm told is at least three years old, plus a couple of inches of bagged compost.

Will that be a problem? Is there still a lot of nitrogen in manure that old, or any other goodness? Can I grow carrots, for example? Is there anything else that I need to careful about? Should I be trying to add real soil to it?

I'm in the UK, if it helps, though I assume horse poo's the same the world over.
