Invigorating two fading rose bushes

I have two precious rose bushes which I want to invigorate. One is "Blue Ribbon" which I cannot replace; it has languished for about 10 years, after doing well for perhaps 7 or 8 years. And I have five "Brandy" bushes in a row; the one in the middle is fading.

I have paid little attention until now. I rarely fertilize my plants, sometimes not even once in a year. I have good drainage and my roses do very very well... except for these two.

I had an idea yesterday. I should snip off all nascent blooms on these two plants... to prevent the plant from expending its resources towards the production of flowers. They don't produce much anyway... But since I've never interfered with a rose plant's blooming attempts before, I thought I would inquire here on this "change in course."

Also, I'd appreciate some advice on fertilizing rose plants that are struggling. My inclination is to simply give 'em the typical "rose food" and scratch it into the soil... perhaps in "half dose" amounts.
