You will have a very large amount of Nitrogen in relation to your Carbon so you need to look for more Carbon, dependinf on the amount the shredded paper and leaves would be a good addition. You will want 3 times as much paper and leaves as the rest to get about the right C:N ratio.

Will this be suitable for veg and will this barrel method really make it quick even in freezing temp?

I've only had a limited experience with a tumbler but from my experience the tumbler didn't work so great in the winter for me. Even though I didn't add very much moisture to the barrel, because it was more enclosed, it created quite a bit of condensation inside. This caused the mass inside to become frozen. Once it was frozen I couldn't turn it at all.

It sounds like you will have much more ventilation in yours though and you're in a warmer area than I am.

I dont know if it can be much colder in IL than in Buffalo, NY.

I probably would not add any water( enough in the UCG), but the paper are we talking weight here so if i pit in 10 pound of ucg and manure each i should have 30 lbs of shredded in there or 60lbs of shredded.

Shred a whole lot put a handful of two with each shovel of manure.

Then spin every couple of days.

I would think it would freeze quicker than a larger pile resting directly on the ground. Some folks write that only a pile with too much moisture will freeze, but parts of my piles freeze with ambient temp in the 20's and 30's. My seven mesh piles are 4' diameter and 24" high and sit on top of the ground. I've found these do better in retaining a high core temp over a 3'x3'x3' pile.

My practice is to use manure, fish parts, fruit and veggie wastes in the middle of a pile when the core temp is already at 130F or more. That way no odor or pest problems develop. The dog takes no interest in these piles.

Unless the material is surrounded by anti-freeze or alcohol, anything that has moisture in it will freeze.
Once temperatures go down to below 40ºF, composting action stops and only resumes when temperature rebound in the spring.
Some compost piles, deep in their recesses, have temperatures still in the warm stage, and might suggest it is doing something.....but its not.

It does appear though your barrel has sufficient method to be able to be MT'd of some of its contents. Usually its difficult to remove some of the good stuff with a spade because of no-room to manoeuvre it.

Fresh manure should not be put into your compost that is going to be used for general use....and definitely not for use in a vegetable garden. Fresh is too hot and will burn roots. Better it sit for a time...a year...two years, by itself before being thrown into the compost.
I know, some will say differently. But, if you're going to put fresh manure into your vegetable garden, be sure to inform your guests from what their potatoes and squash comes from.

Any added manure that is toward freshness will add much nitrogen....,many vegetables resent such nitrogen and perform poorly.
Same with the added chewed up leaves and grass clippings.

Pumpkins do very well when given some manure that is not yet composted fully.

I see no problem with putting fresh manure in the compost pile, where it will compost, and no longer be fresh...

I think your C:N ratio will vary depending how much bedding (and what kind) is in there. I made a 5'x5' bin with straw bales after Christmas. I filled it with horse manure mixed with paper bedding (the bedding looks like crosscut shredded paper), and I added some spoiled hay b/c I thought it would need more C. Because the weather was turning cold as we were filling it, I wasn't able to water as we unloaded the manure, so it just stayed as-is (and yes, it got hot) until this Wednesday, when I turned it. The pile had cooled (I wasn't able to turn it at the right time) and was quite dry, and what I had left was mostly paper bedding and some of the hay. When I turned the pile, I added about 15 various sized bags of UCG, a large trash bag of bunny cage cleanings, and water in an attempt to get it cooking again. Either way, I think I should be able to use it come spring.

My point is your manure/bedding mix may vary. While my pile did get hot, it's also pretty large and surrounded by bales of straw. We have had below freezing temps, but this past week has been gorgeous, spring-like weather (until it snowed today that is).
