Need help fast

Our work garden pond had severe issues this past summer with algae and green water. We are now under the gun to do something about this before the snow flies - which could be any day... But we would like to make a skippy or something to help combat this situation next summer.

I have read on here how people have made their own but didn't pay much attention except now we need help. So can you all give me an idea how to do this?

Our pond is between 3-4000 gallons. We have a 3/4 horse pump with a two inch line. It travels uphill about 30 feet and comes out a bubbler in a rock and underneath the bubbler - does that make sense? So this line is limited on attaching much but we think we can do something by the top pond near the bubbler, preferably where it comes out under the bubbler.

So please give me some ideas on what we can do. Thanks
