Montana Flagstone Path - Mulch?

I convinced DH to take up the stupid crushed rock path that the poor guy laid a year ago - after tamping, using the proper flex edging, etc. - because I couldn't walk on it barefoot. We're now going to lay Montana flagstone (very flat and almost white) over the cypress mulch that we filled in with after removal of the crushed rock. He wants to know how close I want the stone; e.g. how much space between - of the mulch. I'm not even sure the mulch should stay, but we're in Zone 5 (N Illinois) where it can freeze to below 35 if we're unlucky. Is this smart? Anyone ever done it like this? I have a feeling the mulch will simply wash away after a few good rains, but what's the alternative? Any advice is so appreciated!
