Blackspot on new ARS site

See:

http://www.ars.org/pdfs/blackspot.pdf

Of concern to me is wording such as:

"They still need to be sprayed on a regular schedule."

AND

"Roses should be kept on a regular spray schedule regardless of which method is used."

Notice that nothing is said about where in the U.S. you live (i.e. I would expect that a more realistic statement would point out that some/many roses in some/many parts of the county do not need spraying).

Do you think that this article will help recruit new members (or discourage those who do not want (or have time) to devote a lot of time to their care)?

As background I grow about 1000 roses in a no spray garden in North West Ohio.

Here is a link that might be useful: pictures of some of my roses
