coastal bushy grass-reed of S. California

These bush-like grasses (reeds?) are found in Del Mar (San Diego County) and Huntington Beach (Orange County), always in very wet areas. In Del Mar they grow out of the cliffs only where water is constantly seeping out, and in the Bolsa Chica Ecological Reserve of Huntington Beach they grow as close to the water as they possibly can. Those are the only two areas where I've ever seen them. I believe each "blade" is round in cross section, and stiff. Small clusters of pepper-like seeds are common at the ends of the stalks. These plants must be well-known to environmentalists since they're very localized and unique-looking, but I've been unable to identify them. Does anybody know what they are?
