To seal or not to seal? pavers next to concrete slab

I want to place Belgian block pavers next to a concrete slab and need some advice. Is it important to keep water out of the crack between the concrete and the pavers? In some cases, the pavers will need to be buried as deep as the bottom of the concrete slab.

If I do need to keep water out, what's a good way to seal the crack? Should I put a rubber strip and caulk between the two as you would between two concrete slabs? Or will caulk alone work?

I'm also considering attaching the pavers to the concrete with landscaping stone adhesive to keep them in place -- is this a good idea? Could the adhesive work as a waterproof seal?
