ID please: salt-loving dry-ground plant

I have found this grass-like plant growing near S.F. Bay, growing on dry ground that is heavily saline, typically growing among Atriplex patula hastata (Spear Oracle) and Distichlis spicata (saltgrass).

People on several other sites have tried to identify this plant, without success; I cannot find anything like it in any of the EBRPD plant guides... hopefully y'all here will have more success!

I got multiple suggestions of Euthamia occidentalis (western goldenrod), before I got the blossom photos, but I think those exclude this possibility.
