Pavers over concrete slab and new foundation.

I have a 12' by 11' concrete slab that is in good shab. I want to cover it with pavers, but I also want to make the patio larger, like 16' by 12'. The slab is flush with the lawn. I have about 2 inches of topsoil over clay on the grass that will be covered. My current plan is to put in 6" of gravel, than and inch or two of sand to make the foundation larger and reach the height of my concrete patio. So do you think this will work in a cold climate, should I choose another surface material? Maybe large concrete tiles would be easier to get flush. What would be good for edging since the patio will end up 2-4" above the ground? Am I doing a quick fix that will leave me with long term problems?
