Making soilless seed starting mix questions

I plan to wintersow most of my seeds, but will be starting a few indoors as well. Many of the folks on the winter sowing forum recommend Pro-mix, but it is not available in my area. What is available is sphagnum peat moss and perlite. Can I make a homemade soilless seed starting mix from these, and if so, what ratio do I use? Is there some other ingredients that need to be added? I know some of the Pro-mix blends have some ingredient added that is supposed to suppress damping off. Is there something I can add that would have the same effect?
