Second year from when you planted you can expect some fruit unless it had problems getting established or it came extremely small.
They are ready to pick mid to late June for me.
I don't normally have to do much of anything for mine, but lately it's been wet years so I've had powdery mildew and cherry leaf spot problems. Borers will go after it but it doesn't seem to be a favorite.

Keep the mulch away from the trunk itself or the wetness could get to the bark.

Also, I learned here not to water much. Only water if have a real dryspell, like 10 days-2 weeks.

Trees should be watered as needed, not on a schedule (x number of days) unless you are really familiar with conditions and are able to match a schedule to the conditions. Different soils and other factors greatly influence how often newly planted trees should be watered. See section 12 (Provide Proper After-care) in the link below.

I will have to check the mulch being right up against the tree. Right now its under 8 inchs of snow. Going to need some snow melt or some sort of warm up in tmeps before I can access the tree for a while.

I thought about adding some horse manure in the spring as fertilizer. Is that a good or a bad idea?

The main thing to get the tree growing is Nitrogen. Do not over do it though. Pie Cherries are self-fertile and bloom later than Sweet Cherries. Most of the Cherry tree spp. prefer good drainage and do not like 'wet feet'. So water no more than once a week, but depending on where you live, they do want some in the summer season.

As I was trying to say above, watering no more than once a week in some locations would be a death sentence from lack of water. Watering about once a week in other locations might produce near swampy conditions. Most locations (where cherries could be successfully grown) fall somewhere in between. The key is to check your soil and not to water based solely on a schedule.

Unless your soil is really lousy, I would hold off on any fertilizer until the pie cherry tree demonstrates an unwillingness to grow.

As I said, depending upon where you live. Generally, Pie Cherries are grown in a cool temperate climate, and here in the Pacific Northwest, a young tree does well with one time a week. All anyone can tell from this generic post is that Matthew lives in Zone 5. Nothing is mentioned about his local rainfall patterns or soil type or slope aspect or shade or etc. If a tree was only planted last spring, I do not think once a week would be over watering, unless he lives in a peat bog, and if so, the tree will not do well anyhow.

I have a montmorency drawf cherry tree that bloom's start's putting cherry's on then the cherry's turn purple and die 3rd year it has done this tree is seven year's old.
