Cutting my pre-formed liner for skimmer

Now that you think I'm insane or a fool... Here's my idea:

I'm cheap. I have plans drawn for the home-made skimmer... not a problem. But getting a great seal is a problem even if I dug up the old pre-form and put in the usual liner. I wondered if I did that if I might use a license plate frame and some washers and screws to tighten the seal. Maybe both sides of the connection! Ooo thinking outloud helps!

For the pre-form, I'd like to cut down the edge and bend it toward the box and use some scrap liner from an old kit to form a seal between the rubbermaid box and the old one. I'm thinking of something like a bound button-hole for those of you who know what that is. Then I wondered if I could seal up the hole mess with a heck of a lot of silicone caulk.
