Small shrub for sometimes wet sandy loam sunny area

We have an area that can collect water for a few hours after heavy rains or in the spring when the ground hasn't thawed yet. It's 4-5' wide between the driveway and the drains we put in for a low area between us and our neighbor. I'd like to put in some low shrubs at least 30" high that aren't invasive to keep the Canadian geese from walking across to our pond (we're getting rid of all of the grass). I've searched, but can't seem to find anything that works. Should I just give up and try for some sort of tall perennial? Any suggestions for either would be greatly appreciated.
