Planting shrubs near existing trees-best practices?

I would like to provide some visual "step downs" in a yard that has a few trees, but no shrubs. I would guesstimate that none of the trees were planted before about 1980, so I have probably some 25 year old trees: 2 ash, a maple (red?) and a red oak. They are all pretty much equidistantly planted on 2 sides of the house on a grass lawn. I understand that to attract song birds, I should offer more height variation between tree and ground, so I want to plant shrubs as well as put in perennials to relieve the monotony.

Is there some sort of a shrub planting landscaping rule when working them into a tree centric lawn? Do I need to plant outside the assumed mature "dripline" of these trees?
