Duckweed won't grow

My big project last year was a small pond, about 7x9 feet and 18" max depth. Mainly for frogs and dragonflies, so no fish. Plants are lilies and lotus. I did add four Japanese snails to control algae, and haven't seen them since.

I've added wild-collected duckweed several times. It seems to disappear quickly, even with nothing visibly eating it. Pond is in full sun - people here have asserted that shade is better, but Web browsing suggests sun is good.

Water supply is from the roof, so nutrients are sparse - in fact, there was only a trace of algae. Water hyacinths I added as oxygenators started to bloom quickly, which I was told is a sign of inadequate nutrients. So I (nervously) threw in some fertilizer, which caused an immediate (but not serious) algal bloom. Still can't get duckweed to grow, though.

What am I doing wrong? Even more fertilizer required, perhaps?
