how long to take roots from cuttings?

My friends cut some forsythias cuttings for me. I put them in a vase with water for at least 2 weeks. They have no signs of rooting at all. Everybody says that Forsythia is easy to take roots, so that's why i just put them in water. Is it not right?

My other friend gave a cut rose which i put it in a vase for at least 5 weeks ago. I completely forgot about it, and surprisingly, the cutting is still alive, although it is not rooting. The rose stem originally did not have any leaves below the rose, but now two areas in the mid and lower section of the stem grow new leaves out. That's funny! How come is it not develop any root but grow leaves already?
