1/2 the shrub is dead...what do I do??

Hello everyone. I wasn't sure exactly where to post this question but I decided here was probably the best.....

I have a four year old viburnum that is only leafing out on one half of the shrub. The other half is doing nothing. I scraped the bark on the non-leafing side and there was no green under the bark.

What should I do? Is the shrub hopeless? Should I dig it out and replant with something else? Do I lop off the dead side and then forever have a lopsided shrub? Or will it rejuvenate itself after a good hard pruning?

Please help?
