Orchid Repotting and flowers

My mom got one of those phalaenopsis orchids and its been in bloom for a few weeks.

I recently took it out of the inner pot. There is an outer pot w/o a hole and another pot which the plant is in. The inner pot is plastic and has holes on the bottom. Taking it out, I saw maggots at the base. I don't water the plant as it already had a lot of moisture in the pot. Now the pot is no longer in the outer pot.

I need to change the bark so I went and bought some orchid bark, charcoal, perlite mix. It says not to repot while in bloom. Can I cut the flower off? If so, should I do it above the first node? There is only one node above the leaves.
