A question about ammonia and AmmoLock...

I've been dealing with high ammonia levels in my indoor pond. I just put a new rubber liner in about 3 weeks ago and thought I had 'new pond syndrome'. My ammonia level measured 4.0+ppm using the liquid Aquarium Pharm test. I used the ammonia clear fizzy tablets by Jungle Pond over a week ago and my levels still test very high. Now I bought AmmoLock and just read the bottle with the instructions saying to use every 2 days until ammonia is not detected. If after 7 days ammonia is still present, do a partial water change. But the next line states--"After use your aquarium water will still test positive for ammonia even though it is a non-toxic form which will be removed by the biological filter". So how will I know if ammonia is still present???
