My Growing area is hitting 90º!

My main growing areas are hitting 90ºF! Using lights inside the sill or on racks. (combo cfl's and tubes) Not enough natural light to eliminate the window lights. Have strong air but its not cooling area down but rather putting the plants into a vicious wet/ dry cycle that I can't keep up with. Got very warm very early here. The rest of the room is at 76-78ºF. My palms are moving from the "breeze". Just doesn't seem to help. How do other indoor growers handle this? Any suggestions appreciated.
