Another corn gluten meal question

I just read this about corn gluten meal on a Website called www.eartheasy.com:

unprocessed - very fine, almost powdery in texture. Can be broadcast by hand, but for best results use a hand seeder. It will look like a layer of pollen on the soil. Must be applied directly on bare earth or around new plantings because it can't work its way down through grass or mulch. Unprocessed corn gluten can be purchased from feed stores as an ingredient in dog, poultry and hog feed.

I'm concerned about it needing to be applied to bare earth, since I have three 50lb. bags ordered and I intend use it on my lawn and a bed of vinca minor. I assumed this was the stuff that was recommended in the FAQ here. Can I use this stuff on my lawn?
