What is this beetle delicacy, and is it worth saving?

Can anyone tell me what this plant is? I have several in my yard (just bought the house, don't know some of the plants!) and they are being decimated by what I think are Japanese beetles. They are bright red, horned, winged bugs and I think one is visible in the photo I'm posting, off to the right. This plant and all the others like it look like Swiss cheese thanks to the red bugs.

What is this plant, and should I just remove all of them in order to discourage the beetles (or whatever these bugs are)? Or, can the plant be saved and if so, what can I do to get rid of the red bugs?

Note - these are the only plants that seem to be getting eaten in my garden so far. I have fruit trees, grapes, perennials, etc. and all seem relatively unaffected by bugs. (I haven't used any kind of deterrent or pesticide; former owners of the house used organic stuff only). However, no fruit or veggies are growing yet - maybe the bugs are waiting for tomatoes or peaches to feast on?
