blocking bad soil from organic garden

hi all. moved into our house last year. i know for a fact there was herbicide sprayed on the area where we are planning to start an (as-close-as-possible) organic garden.

i want to keep our seedlings, which we're planting this weekend, from touching the soil that's there now. we are going to do a raised bed garden. but what should we put between the current ground soil (that had herbicide sprayed on it) and the new soil (organic, store-bought)? i plan on putting down about 1' of organic soil for our vegetables to grow in. i thought of separating the raised bed from the regular soil with wood, but that will likely rot. then i thought about plastic (the kind you lay on the lawn to kill weeds) covered by rocks for drainage, but that's not exactly organic either.

so my question is, what's the most organic solution here? i don't want to dig up all the old soil if possible.
