too much water in raised beds?

I have just recently made three raised beds for my vegetables. I filled them with mostly compost and browns and greens. I'm worried that they may not get enough water or I might over water them, I use soaker hoses and keep watering the tops as well because I have tons of seeds besides my plants. The beds seem to dry up really quick. The beds are about 8 inches high and I loosened up the exsisting soil about a foot deep. I water until I see water standing next to the beds. Everything is growing really great! How do I know when I'm watering too much? Everytime I go to check, it looks like its drying out again. It's in full sun and there hasn't been a cloud in the sky in days. I can't use mulch yet (which will be compost)until the seeds germinate, which should be a few weeks. Thank you! Samantha
