preparing a bed over a septic bed

I would like to make use of the area over my septic bed to plant strawberries or something else useful. It is a new house and that area sat last summer and became a complete mess of weeds. Most sites that describe starting a new bed say to spray to kill the weeds, then cover with landscape plastic or some other cover until ready to plant. Other sites talk about smothering the weeds with a cover but that would interfere with the evaporation from the septic. There is also the option of manually removing all weeds but that would be quite a job I think. Any ideas on how I can prepare a weed free bed without pesticides or an impermeable cover?
