phal with stunted roots...Cause?

I have a NOID Phal from HD (purchased in early fall) that recently began showing signs of possible root rot (wrinkled leaves) since it was finished flowering and in need of new media I unpotted it. To my surprise there was no sign of rotted roots instead all the roots were stunted as if they had stopped growing when they reached an inch or so long. There are no active growing tips to be seen. I gave it a good soak in superthrive and KLN and will hope for the best but my concern is what caused this? There is no sign of any critters in the pot. this phal is in a south window with a 55w 5000K CFL temps are in the 68-70 range, humidity about 30%.
