It looks as if the main plant is dead. You can remove the keiki's (baby plants) and pot them in very small pots individually. Personally, I wouldn't bother because even the keikis don't appear in good shape. If they make it, could be a long time before you got flowers.

The pot appears inside a basket with plastic liner. That's a death sentence for a dendrobium (or most orchids). Their roots hate moist conditions. They light high light and dry, airy conditions around their roots.

Most of the plant is dead but you could cultivate the baby plant (a keiki) and perhaps see a flower in a few years time.

The plant is a Dendrobium hybrid of the softcane/nobile type that needs a cooler drier period in winter with high light to initiate flowering in spring.

Seek out some complete cultivation notes on the net that apply to windowsill or under lights growing of this orchid. Also put Keiki in the search box at the top of the page to find past posts re treatment of baby plants.

There is some good information down the page a bit about reviving sick orchids.

This is a poor orchid for a "first orchid experience". If this is a plant that the former roommate abandoned, toss it. If you are interested in an orchid, go to Trader Joe or a big box store with a large orchid selection and get the best looking one. Don't go for the bargain table, they are not healthy and more suited to a more experienced grower.

If the particular plant means something to you, keep the babies as indicated above. The main plant is dead so toss it. It will be awhile before they are strong enough to bloom.

Read the Ortho book again. It is a great introductory book. Focus on the Dendrobium section.

I'll look into re-potting the keikis (what a great word!). As long as a plant's alive, I don't like to give up on it. I think plants are beautiful whether or not they flower.

As far as the plastic liner goes, I made sure to take the pot out (the liner was attached to the basket) to water it and then I let it sit and drain a bit before putting it back. I see your point though, probably not the best system. :)

If you are going to give it a go, get the keikis off the main plant and pot them soon. The mother plant is dead and the babies need to be potted or they will shrivel up and die also.

Then... follow Richardols advice and buy yourself a healthy plant to look at while you wait for the keikies to do something.
