What's the best seed for full sun and drought?

I have an area of my yard that gets sun from about 10 am till 7 pm in the summer. Some of the area is also on a hill, so water tends to run off it, and it is angled toward the late day sun. I have reseeded the area twice with Winning Colors Tall Turf-Type Fescue by Lebanon Turf. It is supposed to be good stuff. It looked incredible in the Spring, but now when it doesn't rain, I need to water once every 3-4 days or it starts to brown. When I let it go a week in August, it looked like straw and you could see patches of bare earth. When I water, I leave the sprinkler on for 4-5 hours (3/4" - 1"). Am I using the wrong seed? Is there anything that is better at handling sun and drought so that I don't have to reseed every fall? Is the Scotts Reseed Supreme seed any good? It contains "Thermal Kentucky Bluegrass". I was under the impression that KBG wasn't good for my climate, but then at least it would spread to cover the bare spots.

Any advice?
