Controlling mice near trees

Last year I lost a lot of trees and shrubs due to mice. They girdled about 20 trees that I hadn't planted but put in a ditch with leaves for protection...what a nice little habitat I made! I'd like to prevent that from happening again. Is the best way to put hardware cloth around them? If so, should I dig it in a little? (They are all planted now)

Someone suggested using Moth Balls.

There are no cats around and the mice just scurry around like they own the place. They are living under my compost and underneath my neighbors retaining wall.

I have about 50 small trees, so I need something inexpensive and easy, if possible.
