14.5 hp briggs & stratton engine won't start!

My old Murray riding mower with a 14.5 hp Briggs and Stratton engine (Model Series 28E700) will not start! It just turns over and makes a popping sound, but will not start. I had to replace the battery at the beginning of the summer, but it was running fine until suddenly it will not start, even with jumper cables. We have lots of tree roots/cypress knees in our yard, which are pretty much unavoidable even when cutting at the highest setting, but they never really caused this problem before.

Here's what I have done so far:

1. replaced spark plug

2. checked carburetor and fuel line for excessive build up

3. checked air filter...not excessively dirty

4. sanded flywheel and ignition armature legs, and reset positioning

5. unplugged stop wire (as suggested on a forum), still no start

I suspect it could be the ignition armature, but at a $40 replacement cost, I'd like a second opinion. Any suggestions before I seek out a repair man?
