Briggs classic 3.5 hard to start

I have a 1977-ish Briggs 3.5 on my Snapper, and I just replaced the diaphragm and added new gaskets and idle mixture valve as part of the carburetor kit (Briggs parts) in hopes of making it easier to start. Also added a new Champion "EZ Start" plug. To no avail. The only way it will start cold is with starting fluid. Tipping the mower to the carburetor side also will help start it, although it takes several pulls. It starts easily when warmed up. It does smoke a touch, but a bit of STP/motor honey cures most of that. Any ideas other than my engine is old and tired (compression?), or would one of the new replacement tanks/carburetors with the plastic carburetor and primer bulb solve my problem?
