Can this Apple tree be saved?

Tree is located in Arroyo Grande, CA, was inherited when we purchased the home. Had been uncared for as the prior owner became to ill to tend his garden :-( (He left a great garden!)

In '07 after harveting ALOT of apples I pruned (more like scalpled) to top it off and thin out. Next year not alot of apples :-( Had one spot that looked like fireblight and I sprayed it with a solution of baking powder/cooking oil/dish soap. Seemed to help.

This years harvest is a little more (though to be honest I'm not really sure what type of apple this is, nor really when is the right time to pick them) but it seems the "fireblight(?)" has hit other parts of the tree. YIKES!

Am I too late? I did spray earlier this year with a copper-type solution as I have some other young fruit trees.

Tree is watered 2x weekly for 7 minutes.
