Help with B+S lawn tractor engine

Hello,

I'm having a problem with a 13.5 horse Briggs and Stratton Vanguard engine. When I start this engine it will only run at low rpm. Also I have to keep partial choke on or it will stall. Varying throttle setting has no effect on RPM. The carburetor has been disassembled, cleaned, and reassembled with no change in the problem. Also, the linkage is correct. This carburetor has the electric fuel shutoff solenoid and it does click with the ignition. I'm wondering if maybe when I crank the engine the voltage drops low enough to cause the solenoid to disengage and then it doesn't reengage when the engine starts causing fuel cutoff to the main jet. Spraying gasoline in the intake while the engine is running also has no effect on RPM. Does anyone have any ideas as to what may be causing this problem?
