Persimmon Tree has lots of droppings on two leaves...help

So I bought a persimmon tree last year in a 5 gallon pot. It had 30-40 'blossoms' that looked like they were going to turn into fruit. All the blossoms fell off, not sure why, maybe I overwatered it, I don't know.

About 8 months ago before the 'winter' in Southern California, I planted it in the ground. All the leaves fell off and it went dormant, and in the spring woke up and started having leaf growth. It is August now, and the tree has done absolutely nothing, it just grew some leaves, no branches expanded or got bigger, not 1 single blossom, and some bugs just come to chew on the leaves. Yesterday I saw all these little droppings on 2 of the leaves, they look like mouse droppings, but the size of ants, all on two leaves, probably 30-40 of them on each of two leaves. What is that?

How can I make this tree grow and actually blossom? Please advise. Thank you.
