Best rootstock for small unirrigated apple?

I'm thinking about putting an apple tree in my front yard; I've got a spot available for a small, low-branching tree of 6' to 8' in height. And because the rest of the front yard gets by with no summer water, I'd like this apple to do likewise. I live in the SF Bay Area, so summers are cool (this year, downright bonechilling) but with no rain from May to Oct or Nov. My dwarf citrus get no summer water, so I'm hoping that this is possible for apple.

Is there a dwarfing rootstock that roots deeply enough to find water throughout the summer? Or a deep-rooting rootstock that I can keep pruned to 6' tall without too much grief?

I haven't yet selected a cultivar if that matters, but I know that I'll need one with a low chilling requirement and that is self-pollinating.
