what went wrong?

this was the first year hubby planted a garden at our new house. we have heavy clay soil. So he brought in manure and tilled it all in and planted . It all looked good to start. Now it seems that all the vegetables have grown stunted. Like the Kentucky Blue ploe beans only climbed a little, so never climbed at all, the orient express cucumbers never got very lon, they would ripen before there was any size to them, and my zucchini squash would ripen before it got big likie they usually do. It was like growing miniature veggies.!!!! Our tomatoes did have blossom end rot, and they stayed small too. Do you think the clay soil was just too hard and the roots couldn"t penetrate deep enough to make bigger growth or what. He didn't fertilize , except with the inital application of mule manure. He watered regularly, we didn't get much rain all summer. Could shallow watering cause this? Any suggestions would help, so we have a better garden next year . Thanks
