Locust tree roots and raised veg beds

Hi,

We recently moved to a new house and I'd like to put in some raised veggie beds. The location that works the best has a bunch of stumps from a locust tree that were removed by the previous owner. We cleared out the weeds and such and discovered the roots of these stumps are still shooting off little trees and these roots are everywhere. Ideally, we'd like to completely kill the roots of these stumps before putting a raised bed over it.

When we went to the local store, they recommended drilling holes in the stumps and applying herbicide to kill the roots, however I'm worried about those products leaching into the soil and into my future veg beds. Is this a valid concern? None of my veggies will be growing until spring, I'm just building the beds today.

If it is a concern, what should I do? Should I just build over the roots anyway? Is there a different technique that could work without compromising the future veg beds? There's not really any other spot to put the beds...
