curculio, rain, and colder temperatures

I'm experimenting with Surround this year for curculio control. But it seems that about this time in Maryland each year we get heavy rain. Today the rain washed the Surround (3 coats) pretty much off the trees and it looks like more rain in the forecast for the next few days. So I've a couple of questions -- Harvestman might be able to help here. First, are curculio active below about 60 degrees? Temperatures should not go higher until we hit dry weather when I can reapply Surround. Second, are they active in rain?

So far my experience with Surround is this: bit messy to spray, but no need to suit up like an EPA employee at a superfund site. Sticks well in light rain, but not in continuous rain.

Plum curculio, despite their name, seem to prefer apples above all else, and despite Surround there have been attacks on the apples. There are also some strikes on the sour cherries.
