I didn't see some of mine (inground and well established) until early July. The winter was just brutal.

What zone are you in? Pampas grass is an evergreen grass and while it can be expected to have some dead fronds after winter, if the entire grass is a uniform dead-looking tan, chances are it may not have survived the winter cold. Since it is an evergreen, cutting back is optional, not necessarily a requirement, depending on your location and its appearance. True pampas grass (Cortaderia selloana) is not reliably hardy much below zone 7. And yes, if it survived the winter, it should be showing signs of new growth by now.

Do you have miracle grow or another high nitrogen fertilizer? I have had to use a half strength mixture of miracle grow on my Asian pear in July to help bring it out of dormancy. Whether it was the nitrogen or just normal timing, I don't know but I was seeing green swelling buds within a week of the fert. Go easy on the nitrogen though. Too much can burn the roots and kill the plant.

I doubt it was dyed pink. The pink is natural color for some species and red in others. Your only photo looked like it was healthy. I wouldn't really soak it as it only needs a little mist and light to grow and thrive. In the tropics they grow all over the trees soaking up sunshine and moisture in the air (and rain) without much ado. Here are some in Belize around Valentine's Day 2006. These are in Guatemala at the Tikal Mayan ruins on the same visit to Belize Orlando hotel grounds fell out of the tree it was growing on, which I picked up and took home. A few I bought at a local nursery. Lose some, keep some. Buy more if they strike me right.
