frustrated with cherry trees not blooming (pics)

I have had a semi dwarf stella and ranier cherry tree in the ground for 4 years now and the trees were prob 2-3 years old when i planted them.

blooming has been very poor every year- i get between 10 and 40 blooms- and all those blooms are around the base of the trees- no blooms at all in the tops half of the tree.

and none of the blooms has ever made it to ripe fruit- the cherries have shrivelled up each year when the are about a third grown.

i have to heavily prune the trees each year so that they dont grow to big for my miniscule yard but i dont think that should prevent the trees blooming.

i bought the trees from forest farm which is a decent nursery. the trees get around 6 hours of sun so im really baffeled as to why they r not blooming.
