Planters with perforated disk above internal reservoir?

Has anyone here had experience with the "self watering" planters that don't have a hole for adding/draining water?

I've got a bunch of new planters here which have a raised perforated plastic tray that sits a couple inches above the bottom of the planter to create a reservoir for excess water to collect.

As you can't drain the water or determine how much is in the reservoir, how are these things supposed to be used?

I don't even know what the proper name for this type of planter is. "Self watering" doesn't really seem appropriate. So it's been hard to find information on how others are using them successfully.
