A vole severed all my apple tree's roots

My first ever attempt at growing an apple tree (or any other tree!) has ended in disaster - a one year old "special" little apple tree (Sops of Wine) has been felled by a vole. It gnawed clean through the roots about 2" beneath the graft knob (i.e. about 1" beneath the surface).

I bought a root growth mixture, added it to some potting soil and planted the tree in it as best as I could - mounting the soil over the graft, in the hope that roots would emerge from somewhere (I understand that this would mean I would have a full size tree instead of semi-dwarf). The tree has spent a month inside on the window sill in moist soil.

It is now going hairy/mouldy at the tip of one branch, so fearing all was certainly lost I have just exposed the severed "root" to see if anything has happened. Nothing!

Is there anything a complete novice can do to breath life into this little tree?
